Theodora Balis, MD

Dr. Balis is the Program Director for our Psychiatry Residency Training Program She joined MedStar in 2023 as the Vice Chair for Education, Baltimore Region. Her clinical duties are in collaborative care at the community-based mobile HEART team.

Dr. Balis trained in psychiatry at the University of Maryland. She was on faculty in the Department of Psychiatry at the University of Maryland from 1998 to 2024 where she taught residents and medical students, was the Director of Cultural Psychiatry Training and PGY1 Coordinator, and engaged in clinical work in community psychiatry. Dr. Balis joined Bon Secours Hospital in 2023 (later became Grace Medical/Lifebridgehealth), where she was the Medical Director of the community-based Assertive Community Treatment (ACT) team and Director of Medical Education in Psychiatry creating an innovative training program that combined traditional inpatient rotations with mobile community ACT rotations to provide a holistic understanding of patients’ needs.

published in Mood Disorders and the environment and ethnic considerations in clinical psychiatry, she has been an invited speaker at several national meetings on Community Psychiatry, Assertive Community Treatment, Cultural Psychiatry, and education. In addition, she has been active in statewide organizations and is the President of the Maryland Psychiatric Society 2024-2025. She is actively involved in teaching medical students, residents and fellows.
